Guidelines For Indian Passport Holders

One of the most important documents that every Indian citizen will need to procure is a passport. This document serves not just as a proof of identity and address, but also allows holders to travel across the world under the protection of the Indian Government. Indian citizens can procure a passport both online or offline, by visiting the Passport Seva Kendra’s website or office, respectively.
In order to avail a passport, applicants will have to fill in the required forms, submit necessary identity and address proof and select a date for the appointment. On the required date, they must visit the Passport Seva Kendra at the appointed time, wherein their documents will be verified. After the necessary procedures and verification is complete, applicants will receive their passport by post.
Given below are some of the guidelines that should be kept in mind, by those who wish to avail an Indian passport.
  • The Indian passport is a very important document and should remain in the personal custody of the passport holder, at all times. If not in personal custody, then a person who has been duly authorized by the holder will have to keep it their custody.
  • Individuals are not allowed to send their passport out of India, by post.
  • A passport is the only document that identifies the holder as an Indian citizen, in a foreign country.
  • The passport is also a travel document, in addition to being a document of identification. Individuals cannot enter or leave India without their up-to-date passport.
  • Individuals will have to ensure that their passport is always up-to-date and is valid. A passport can be renewed for up to a year prior to its expiry.
  • In case an individual loses his/her passport, misplaces it or if the passport is destroyed or stolen, a report must be immediately filed at the closest police station, with an authority issuing passport as well as the closest Indian mission abroad.
  • Apart from maintaining the original passport carefully, individuals will have to ensure that they maintain a photocopy of their passport. This will be useful, in case this document is stolen or misplaced.
  • Applicants should note that they can be refused passport related facilities on the following grounds -
    • Suppression of facts and information
    • Providing information that is not true
    • Wilful damage of passport
    • Changing details in the passport, without authorization
    • Tampering with information provided in the passport, without authorization
  • In case an individual acquires the citizenship of another country, they will not be a citizen of India any longer. They will have to immediately get their Indian passport cancelled and the cancelled passport should be maintained carefully, if needed in the future.
  • Provision of Indian passports Act of 1967 will be violated, in case the following acts are committed
    • Travelling without valid passport
    • Providing wrong information on the passport application form, on purpose
    • Attempting to change entries in the passport
    • Not providing passport for inspection
    • Using a travel document or passport that is owned by someone else, on purpose
    • Allowing another individual to use the holder’s passport or travel document, on purpose
    • Holding over one valid passport at a given point of time
Any of the actions above can result in the individual getting imprisoned for a period of 2 years or fine, or both. Additionally, the individual’s passport can also be revoked by the Indian authority.
  • In case the applicant is not a citizen of India, yet applies for a passport by withholding information regarding their nationality, or if the individual has a forged passport, they can be imprisoned for a period of 5 years along with a fine.
  • Consular services will not be provided to refugees or dependents or others, if they have left India illegally.

Indian Passport Fees/Costs

The cost of a passport depends on the type of passport service applied for and whether it is on a regular basis or Tatkaal.
For regular or Normal Passport applications the fees are as follows:

How to Pay the Passport Fee

Online Payment:
  • Applicants can pay the required fees online through:
      • Credit / Debit Card.
      • Internet Banking through State Bank of India and Associate Banks.
    • Online payments are mandatory for appointment bookings at PSKs.
    • While making online payment for applications under the Tatkaal scheme, applicants need only pay the fee applicable under the normal scheme category, and the remaining Tatkaal fee should be paid in cash.
    • For debit / credit cards, banks charge 1.5% + Service Tax as applicable on every transaction. This does not apply for SBI and Associate Banks.
    • Online payment remains valid for one year from the first appointment date and applications must be submitted within this time. If not, the payment will be considered forfeited, and a new payment will have to be made.
    • At Citizen Service Centres (CSCs), payment can be made by credit / debit card.
  • Cash Payment:
    • Payments can be made in cash at any of the Passport Seva Kendras (PSKs)
    • For Tatkaal applications, the entire application amount of the normal application fee plus Tatkaal fee can be paid in one go, unlike online payments for Tatkaal applications.
    • While dealing with cash at the PSK, the public is warned to beware of touts and agents.
    • At PSKs (Passport Seva Kendras), payment for passport will have to be made In Cash only. This applies to mini-PSKs too. All PSKs host ATMs for all banks so cash withdrawal to make payment is made easier.
  • Demand Draft:
    • At District Passport Cells (DPCs), payment will have to be made via DD (Demand Draft).
    • The DD has to be made out to PAO-MEA to be satisfied at the RPO.
    • At Speed Post Centres (SPCs), payment can be made via DD (Demand Draft) or Cash. The DD must be drawn in favour of PAO-MEA and will be payable where the RPO is located.
It should be noted that:
  1. The following details must be written behind the DD:
    • Applicants name.
    • Applicants date of birth.
    • Date of submission of the application.
  2. Collection Centres only entertain applications for fresh passports.
  3. All penalties must only be paid in cash.

Passport Fee Calculator

On the official website of the CPV (Consular, Passport, and Visa) Division of the Ministry of External Affairs, there is a passport fees calculator tool which calculates the various different costs for passport applications. Costs differ on a case by case basis, depending on the type of passport being applied for, and whether its being applied for through the Tatkaal Scheme.
The calculator requires the following fields to be filled out, which contain the following options:
  1. Application Type:
    1. Passport.
    2. PCC.
    3. Identity Certificate.
    4. Surrender Certificate.
  2. For passport fees, select Passport, and then choose the applicable option among:
  3. Type of Service:
    1. Fresh.
    2. Reissue.
  4. (If Reissue) Reason for Reissue:
    1. Validity Expired / Due to Expire.
    2. Delete ECR / Change in Personal Particulars.
    3. Exhaustion of Pages.
    4. Lost / Damaged Passport.
  5. Applicants Age:
    1. Less than 15 years.
    2. Between 15 to 18 years.
    3. 18 years and above.
  6. Required Validity:
    1. (For those between 15 to 18 years) 5 years / Till the age of 18 years.
    2. 10 years.
  7. Number of pages in booklet:
    • 36 pages.
    • 60 pages.
Depending on the input received under the above headings, the tool calculates the fee for the various possible cases for the issue of a fresh passport or the reissue of an older passport.

Identity Certificate Fee Calculator

Also a feature of the calculator is a tool that calculates the fee for issue of identity certificates. Different fees are charged for different cases, as under:
  1. Type of Service:
    1. Fresh.
    2. Reissue.
  2. (If reissue) Reason for Reissue:
    1. Validity Expired / Due to Expire.
    2. Delete ECR / Change in personal particulars.

Surrender Certificate Fee Calculator

The tool also helps calculate Surrender Certificate Fees for:
  1. Foreign Nationality Acquired Before 1st June, 2010.
  2. Foreign Nationality Acquired On or After 1st June, 2010.
The standard fee for the Police Clearance Certificate (PCC) is Rs.500.
Important points to note regarding payment of passport fees
  • If the passport fee for an appointment has been paid, but the appointment has not been booked, there will be no refund of the paid amount.
  • The RPO will refund excess payments that have been made in case multiple payments have been made for the same passport fee.
  • The online application receipt containing the Application Reference Number (ARN) must be carried along with the Passport application to the PSK during the appointment.
  • In order to generate the ARN and receipt, applicants who pay online must click Print Application Receipt.
  • There are no bank charges applicable for payments made through challan.

SMS Services

For the onetime payment of Rs.40, applicants can subscribe for the SMS Services. The SMS service sends you appointment reminders, and regular updates.

Frequently Asked Questions About Passport Seva Fee Payment

  1. What is the fee for passport application?
    You need to click on the link that says Fee Calculator on the homepage of the official website of Passport services to know the details of the fee associated with passport application. However, no fee is associated with Official/Diplomatic passports.
  2. How to make payments? Which are the accepted payment methods?
    Online payment has become mandatory if you wish to book an appointment at a Passport Seva Kendra. The following modes can be used to make online payments:
    Debit card or Credit Card
    SBI Bank Challan
    Internet Banking (SBI and associate banks)
  3. What is the amount that I have to pay for PCC (Police Clearance Certificate)
    You will have to pay an amount of Rs.500 for PCC or Police Clearance Certificate.
  4. How can I cancel the appointment and avail a refund?
    Refund of the amount that you paid for the appointment is not permitted.

    The payment is valid for a period of one year from the payment date. If you have already booked an appointment, the validity will be for one year from the appointment date.

    Yes, you must carry the ARN receipt along with all the other required documents. You can download the ARN receipt from the website and then get it printed.

    State Bank of India gateway is used at the online payment gateway.
  12. What if the online payment has already been cleared but the booking of appointment is not yet booked?
    Click the link that says Schedule Appointment after you have made the payment. Click on Track Payment Status if you wish to check the status of fee payment.
  13. How to use the option of online payment when booking Tatkaal appointment for passport?
    You will have to pay the same amount applicable under the regular category. However, the payment must be done online. The excess Tatkaal fee must be paid in cash at the Passport Seva Kendra after the Passport officials accept your Tatkaal application.
  14. Can the scheduled appointment date be changed after making the payments?
    After the appointment is confirmed by the Passport Seva Kendra, it can be rescheduled twice in one year from the date of appointment.
  15. If I choose e-Mode option for payment, how much do I have to pay?
    For credit cards and debit cards, the bank will charge 1.5% along with service tax. Notifications will be sent to you if there are any changes in the charges. However, you will not have to pay any charge if you use the internet banking of State Bank of India and its associate banks.
  16. What happens if I encounter with an error after reaching the payment gateway?
    If you encounter an error after reaching the payment gateway, wait for a while. However, if nothing happens, it is advisable that you try after some time.
  17. Which are the banks that accept challan payments?
    All the State Bank of India branches accept challan payments.
  18. What are the charges associated with the challan payment option?
    You will not have to pay any charge if you are making the payment via challan mode.
  19. When can the passport fee be deposited via challan at an SBI branch?
    The passport fee must be deposited in cash after three hours from the challan generation.
  20. What is the time period allowed for depositing the fee at a State Bank of India branch?
    The challan expires after a period of 85 days. Any payment made after that will be rejected by the bank.

PSK Passport - Processing, Issue, Dispatch

After you have completed the passport application procedure, there will be a waiting period until your passport is issued. During this period, you can tracking passport application status to keep yourself updated.
There may be other reasons why you need to check your passport status e.g. you may want to track changes, corrections, updates or modifications made to your passport. This might pertain to change of name, address.

How to Check Passport Status Online?

To do this you have to visit the PSP portal i.e. the passport website www.passportindia.gov.in and on the home page you will have the option to ‘Track Your Application Status’. Clicking this link will redirect you to a page where you will have to key in the following information -
  • You will have to select from 3 different options viz.
  • Application Status
  • Diplomatic/Official Application Status
  • RTI Status
  • If it is not pertaining to diplomatic passport or RTI applications, choose the first option i.e. application status.
  • You will then have to key in your file number. The file number contains 15 alphanumeric characters and is mentioned on the Acknowledgement Letter. This letter is issued at the end of the application process at the psk i.e. at the exit counter. It is also issued at the end of the manual application process at the DPC, SPC, CSC.You can check passport status by reference file number.
  • The last field will require you to fill in your date of birth.You can also check passport application status by date of birth.
  • If you have submitted this information correctly, you will move to the ‘Status Tracker’ page. Here, you can view the following details
  • Your file number
  • Your first and last name
  • The application submission date
  • The passport current status
This will tell you at which stage of the procedure your passport application is in and you can await delivery of your passport or take action in case of a delay, accordingly.

Passport Tracking by National Call Centre

For passport tracking enquiry / related services enquiries (or information you cannot find on the website), you can contact the passport national call center using a toll-free number. You can either key in your file number directly through IVR or speak to customer representative to whom you will have to provide your file number as well as your birth date.

Tracking Passport Status by Helpdesk

Alternatively, you can also find information in the grievances and feedback section of the passport portal. Passport Seva Kendras (PSKs) have a helpdesk which can help with indian passport inquiries on application status or updates. The passport portal also hosts a helpdesk that deals only with email inquiries. If you wish to you can reach out to your passport office via e-mail or by placing a call to the PO.

Check Passport Status Through SMS

Through your mobile phone you can opt for the Premium SMS service through which you will receive status updates on your passport application (up to 9 status updates). This comes at a charge of Rs.30 that is payable only once at the time of enrollment. You can pay and enroll for this service at the PSK when you go there to submit your application. Besides receiving automatic application progress notifications, you can use this service to make your own text enquiries to track your application. To do so send a text message (SMS) by typing in STATUS, then leave a space and enter the 15 digit alphanumeric file number to 9704100100. E.g. STATUS ABC1234567891011.

Passport Status Tracking by mPassport Seva app

The mPassport Seva app is another way to access information on your passport status. This app runs on all leading platforms viz. Android, BlackBerry, IOS and Windows. It can be downloaded via Google Play, BlackBerry World, App Store and Windows Phone. To track applications via the app, you will have to key in your file number and birth date. Additionally, you can use this app to track the passport delivery status as well.

Indian Passport Application Status Types

Your passport status is constantly updated as it moves through the entire passport application to delivery chain. When tracking your passport application you may come across these statuses messages indicating its progress through the system.
  • Application submitted
  • Application under review or under review with reason
  • Police Verification initiated or pending
  • Police Verification report submitted or under review or not clear
  • Passport granted or printed or dispatched or returned undelivered
  • PCC application forwarded or granted
You can take action, if required, according to the status displayed.

Application submitted:

This indicates the application form and fees has been submitted and paid.

Application under review or under review with reason:

This indicates the application is being processed or is being reviewed for want of documentation or modification of details. You may have to visit the pskto sort this out.

Police Verification Initiated or Pending:

This is when the PV request has been raised by the PO with the relevant police department or if raised is yet to be carried out.

Police Verification report submitted or under review or not clear:

This is when police verification for passport has been completed. Subsequently the PV report to be submitted by the relevant police department to the passport office has caused a hold-up in two ways.
  • It is under review for want of information or
  • The applicant has not cleared the verification process due to incriminating information that the police have uncovered about the applicant.
If your PV report has been held-up, you may have to rectify this at the police station by providing the police with the required information.

Passport application status granted or printed or dispatched or returned undelivered:

When the passport application has gone through the entire process successfully, your passport will be granted. It will then be printed and dispatched by the RPO. Dispatch is usually done via Speed Post and the same you can be tracked the passport dispatch status on the India Post website. You can also track your passport delivery status by going down to your nearest speed post center. If they are unable to locate your passport, you can contact your Regional Passport Office.
(If you are not present when your passport is delivered or there is no suitable person to take delivery in your absence, it will be taken back, marked undelivered)

About Police Verification for Passport

The police verification stage is an important security measure with regard to the issuance of passports in India. The police verification for passport can, depending on a number of factors, be done pre-issuance or post-issuance of the actual passport, and there are some cases in which police verification is not even required. This article will provide clarity on all aspects of passport police verification status, pre or post issuance factors, and shed light on some of the lesser known details of the passport police verification process.

How Passport Police Verification is Done

Firstly, there are three primary modes of police verification:
  • Before the passport has been issued: Pre Police Verification.
  • After the passport has been issued: Post Police Verification.
  • No Police Verification.
The only difference between the first two is when the police come to the mentioned address to verify the identity of the applicant – before the passport is issued and dispatched, or after the Indian Passport has been issued and dispatched.

What is Pre Police Verification for Passport?

In most cases, the police verification happens after the applicant has submitted the application and all related required documents, annexures, etc. but before the application has been approved (and before the passport is issued).
The passport office communicates the identity and address details of the applicant to the relevant police station, and the police verification process begins. An officer is assigned the task of locating the address, and ensuring that the applicant so named resides in that address, and the officer also verifies the age and other personal information about the applicant.
If the applicant is present and accounted for, and all the details are accurate, the officer confirms the same with the police station, who then relays the information to the passport office, who will then issue the passport to the applicant. This is pre-passport issuance police verification.

What is Post Police Verification for Passport?

While it’s true that pre-passport issuance police verification is the most common form of police verification, there are cases in which the passport office (PO) decides that post passport issuance police verification is the right way to go.
A good example of post-passport issuance police verification is in the case of government employees / PSU employees who submit a “No Objection Certificate” or “NOC” through Annexure “M”. These applicants have their passport issued before the police verification process, and these cases fall under the post-passport issuance police verification process.
Another good example for post passport issuance police verification is in the case of passport applications for minor children, which has been done by his/her parents, who are both valid passport holders, and residing in the same address.
The police verification would already have been done for the parents at the time when they applied for their passports, so the passport office gives them the benefit of the doubt, and issues the passport first – before intimating the police verification team at the police station.

How will the Passport Police Verification Process work Online?

The truth is that it is already working. Police stations in Vivek nagar and Ashok nagar have already benefitted from the whole process. Earlier the policemen had to go to the individual’s home for verification and all the submission of forms and documents would take ages to actually be processed. But now, two constables in each police stations are equipped with a tablet and trained to collect all the information and documents online with the help of the tablets. The police, have higher priorities that slow down the verification process such as maintaining law and order in the area. The officials and parties are now satisfied with the fact that the verification is possible to be done in 10 days. In fact one of these teams from a police station in Bengaluru managed to carry out 90 verifications in only 6 days.
For those who are already at locations that have this system, it is recommended to have all the soft copies and documents ready to make the process much faster.

Police Verification After The Passport Has Been Issued

The Government aims at quicker delivery of passports so that things get convenient for the common people. It stated that the police verification associated with the process will take place after the travel document has been issued. This will happen if the required documents are submitted at the time of application. The Government is trying to liberalize the police verification process for issuance of passport.
As per the statement issued by MEA, all applicants who furnish their Aadhaar cards, Electoral Photo Identity Card, Permanent Account Number will get their passports issued faster without having to pay any extra fees or charges.
The MEA also stated that after the Aadhaar number of the applicant has been verified online, the passport will be issued. Electoral Photo Identity Card and Permanent Account Number can also be validated, if needed.
Last year in the month of August, the Government had stated that police verification is not required for reissuance of passports. The mPassport Police application has been launched by the External Affairs Ministry for quick submission of the verification report.
The application will be facilitating field level verification for capturing the report and feeding them into the system digitally. According to a recent release, the application will reduce paperwork to a great extent. The need of downloading and printing the application will not be there anymore. The entire process is going to become digital.

No Police Verification for Fresh Passport

In some rare cases, the Passport Office deems it completely unnecessary for a Police Verification to happen for certain passport applications.
For example, government / psu / statutory body employees who apply for the passport by submitting a document known as an “identity certificate” through annexure “b” (in addition to their application documents) will receive their passport without any requirement for police verification.
Applicants with diplomatic or official passports will also not require police verification at the time of applying for an ordinary passport, provided they submit the identity certificate through annexure “b”.

How to Check Police Verification Status for Passport?

When applying for police verification, the police issue different statuses for police verifications conducted.
Given below are the types of verification statuses:
  • Clear - this status indicates that the police have found no cause for concern and that the applicant has a clean record (no pending criminal cases against him/her). The police verification found all information provided by the applicant to be true and correct.
  • Adverse - this status indicates that the police, in the course of their verification, have found inconsistencies in the information submitted by the applicant, resulting in the passport being withheld or cancelled. These inconsistencies could be due to the applicant providing an incorrect or false address in their application. Another cause could be criminal cases that have been filed against that applicant that are pending in a court of law.
  • Incomplete- this status indicates that during the course of the verification process, the police have found the documentation submitted to be incomplete, stopping the process halfway. Another reason could be due to the police station not having filled in the verification report correctly. In some cases where the applicant has not been a resident at his/her current place of residence for a long duration and verification from previous addresses have not been possible, the police could label the verification incomplete due to lack of sufficient information.
  • Once the police verification is complete, a report is drawn up and the passport can be cancelled or approved on this basis. In cases where the passport is not sanctioned due to an ‘Adverse’ or “Incomplete’ remark, the applicant can choose to approach the police station that issued the verification report and seek clarity on the reason for the report.

Adverse Police Verification for Passport

If the reason that your passport has been delayed due to the PV being “adverse” here’s what may have happened:
  • False address given.
    If the police report determines that you do not actually reside in the address that you’ve submitted in your application, the police report will reflect an “adverse” status.
    There have been cases where the police officer came for verification at a time when you were temporarily unavailable, and these cases can be resolved by simply writing to the RPO with your file number and requesting a re-verification.
  • Unresolved criminal cases.
    If there are any unresolved, or pending criminal cases against you, neither the passport office nor the police station can take any steps towards approving your passport until the case has been resolved in court, or, a court order for a temporary short-term passport has been obtained.
    If your criminal cases have been resolved but you have still received an “adverse” PV report, you can take a copy of the court order to the RPO and request a re-verification.
    In any case, if the issuance of the passport has been delayed, merely contacting the RPO with the relevant file number will give you access to the information about why it was delayed, or why the process has been held up. Once you know the problem, you can contact the relevant authority to have your passport issued faster.

Police Verification Incomplete Passport

If the reason your passport has been delayed, etc. is because of a PV report that says “Incomplete”, it may be due to any of the following reasons:
  • If you’ve only been residing at your current residence for less than one year.
    Clearance must be obtained from all addresses that have been occupied by the applicant in the last one year. If evidence suggests that the applicant has been at the current residence for less than a year, and clearance from the previous addresses cannot be sought, the PV report can be affected.
  • Police station has not filled out report properly.
    If the passport office receives an incomplete or inadequately filled Police Verification report, it will send the report back to the concerned police station for re-filing or completion. The police department must be contacted in this case, in order to find out the Passport application status.
  • Incomplete documents collected.
    If the police verification report contains a note that the officer performing the verification did not collect enough documents to establish that you actually live at your claimed residential address. Passport Issued Before Police Verification

Availing a passport is more than just filling up forms and arriving for the interview. The delay is generally due to the police verification. However, individuals can now procure their passport within a lesser amount of time and without too many hassles due to a new directive that has been put forth.
If applicants submit their completely filled out application form along with necessary documents such as Aadhaar card, PAN number and Voter ID along with an affidavit of no criminal case, then the passport will be issued within a week and police verification will be done later. Individuals can choose any of the five earliest available dates for appointment.
The above has been a result of the government’s decision to improve and liberalize the process of police verification for the issue of passport. The government is not compromising on any safety regulation by providing the benefit of post police verification. Previously, the verification for passport took 49 days which was then decreased to 42, then 35 and was finally was brought down to 21 the same year. When it comes to the growth of passport holders in the world, India is the third largest after China and the United States of America.
Until the introduction of Passport Seva Kendras, procurement of passport was nothing short of an encumbrance. Police verification was and is a very important aspect of availing a passport and although the processes have changed from time to time, the basic principle have remained more or less the same, which is confirming the identity and citizenship of the applicant while ensuring that they do not have criminal records against them. Passport Seva Kendras have economized the process of procuring passports while making it highly convenient and faster as well.
If applicants provide copies of their Voter ID, Aadhaar card and PAN card, they will receive their passport within a week as long as they have applied under the normal category. An affidavit in the form of Annexure -I will also have to be provided. This process would have taken a month if police verification was a part of the process. The Ministry of External Affairs has also launched an application known as ‘mPassport Police Application’ for quick submission of police verification documents. In addition to this, a five day appointment window is also available for Passport Applications through which they can choose their date of appointment.

Other Cases

The passport office can also decide whether police verification is required at all in certain cases.
For example, if the application submitted is for a Reissue of expire passport, and the applicant’s name, address, and personal details have not changed – the passport office may only require a post-police verification.
If, however, the application for reissue of an expired passport contains a different address, etc. the Passport Office will require a pre-Police Verification to be carried out to ensure that the applicant’s address has indeed changed, and the applicant no longer resides in the old address.
This is decided depending on the Passport Office’s own records, and the availability of resources to conduct the necessary checks (depending on how many applications the PO has received).
The exceptions for the different types of Police Verification chosen by the Passport Office for reissue are:
  • Re-issue in the case of lost / misplaced / stolen passport.
  • Re-issue in the case of complete name change.
The passport office takes the final decision in the type of police verification (“pre”, “post”, or “no”) that’s required for different applications – depending on the case itself, the additional documents submitted, additional annexures submitted, whether it is the issue of a new passport, or the re-issue of an existing passport, etc.

  1. How long does the Passport Office take to dispatch the passport in Pre-Police Verification cases?
    The Passport Office will dispatch the passport to you within 3 days after receiving a “Recommendatory” Police Verification Report (PVR) from the concerned police station for normal applications.
    This is not applicable for applications under the Tatkal .

    In cases where applicants are from a particular city, but reside temporarily in another city for work or education, Police Verification will be conducted at both the temporary (present) address in the new city, and the permanent (old) address in the applicant’s home city.

    In most cases, applications by even retired Government Officials are issued on a pre-police verification basis.
